You could block their path with vehicles or additional structures like flood lights. Others, such as glow whales, will leave at once. Keep in mind that certain creatures will stick around the complex when released in the court. This means a dense, but constant population for that tower, which can be controlled by releasing creatures into the court, or by transferring some from the other tower.
